In collaboration with The Education Cooperative (TEC), this supplementary service offers Illinois schools enhanced data privacy management resources, including streamlined access to expert support, vendor agreements, and legal guidance through TEC’s well-established network and services.
Service Summary
Streamlined NDPA Processing
TEC helps Illinois schools with the National Data Privacy Agreement (NDPA) process, making it easier to establish contracts with vendors who access student data.
Vendor Negotiation
TEC assists schools in negotiating terms with these vendors to ensure strong student data privacy protections.
Legal Support
TEC offers basic legal services related to the NDPA agreements, providing Illinois schools with additional peace of mind.
Access to a Wider Range of Agreements
Through TEC, Illinois schools gain access to a collection of over 2000 pre-existing data privacy agreements with various vendors. This saves time and effort compared to negotiating each agreement individually.
How to Join
Participation in the SDPC add-on service is available during open enrollment periods. These enrollment windows ensure sufficient time to configure your existing SDPC account for seamless integration with TEC’s enhanced services.
This service costs $550 per full year of participation.

Additional Information
- The Education Cooperative (TEC) has developed a successful collaborative model of administrative and legal support required to negotiate privacy terms with software vendors and to secure signed student data privacy agreements (DPAs) for school districts (DPA Services). The Learning Technology Center (LTC) is making the TEC DPA Services available to its K-12 district members who participate in LTC’s Illinois Student Privacy Alliance (ISPA) as an optional for-fee service.
- LTC is not party to the privacy agreements established via the TEC DPA Services. LTC does not participate in the discussion, process, or vendor negotiations included with the TEC DPA Services; each subscribing member school district will work directly with TEC.
- LTC will continue to educate and train its member school districts about the SDPC Resource Registry, how and when DPA requests shall be made to TEC and which DPA requests are appropriate to send to TEC. LTC will work with member school districts to resolve any issues with the SDPC Resource Registry. Member school districts must not contact TEC for issues related to the SDPC Resource Registry.
- In providing the DPA Services, TEC will be providing certain intellectual property (“Created IP”) which concerns the TEC’s DPA Services including, but not limited to, its model, any training, or materials on its DPA Services provided to member or any opinion letters shared with member. The Created IP does not consist of any of the DPAs posted on the SDPC registry. Unless otherwise agreed, any such Created IP shall belong to TEC. LTC, member school districts, and their employees shall not be permitted to copy, modify, disseminate, or otherwise publish the Created IP to any other entity which is not a LTC member school district.
- Member school districts and their employees will not, during this Agreement and for a period of one (1) year following termination of the Agreement for any reason whatsoever, including, but without limitation, termination by TEC for any reason, engage in any activity, directly or indirectly, in competition with TEC, either as an employee, owner, consultant, independent contractor, officer, director, or partner, of any individual or business entity, in direct competition with TEC. For the purposes of this Agreement, “direct competition with TEC” is the development, management, operation, independent contractual relationship, or employment in any capacity whatsoever with businesses and/or entities of any kind that secure student data privacy agreements from vendors for other school districts.
