Emergency Connectivity Fund (ECF)

The Emergency Connectivity Fund (ECF) is a federal initiative designed to support schools and libraries in closing the connectivity gap and ensuring digital readiness.

Funded through a $7.1 billion allocation from the $1.9 trillion American Rescue Plan stimulus package, the ECF is managed by the Federal Communications Commission (FCC). It aims to provide critical funding for the purchase of laptops, tablets, wi-fi hotspots, modems, routers, and broadband connectivity – all of which contribute to uninterrupted off-campus learning for students.

Program Updates

July 2024

Consistent with previous public notice, the ECF officially sunset on June 30, 2024.

As of early June, nearly 8,600 ECF applicants had unused funds available – including 500+ schools and districts in Illinois. Visit Funds for Learning for more information, including a list of institutions with remaining funds.

Institutions with remaining funds should consider the following:

  • For services delivered by June 30, 2024, eligible institutions must file invoices for reimbursement before August 29, 2024. No waivers for late submissions are expected
  • Institutions must utilize funds by the reimbursement deadline. Unused funds will be de-obligated after the invoicing deadline due to Congressional funding rescission.
